A re-evaluation (24 CFR 58.47t is being conducted oi the Environmental Assessment and Finding of No Significant Impact (FONSI) of project $8 due to changes in the profect, The WWTF s~te to be located near Cobb Road m Stone County is being expanded because studies performed ~n the final design phase of the project indicated the soils in the drip field are not as efficient as anticipated therefore more land is needed. The pump station located northeast of the WWTF will be located approximately 1/2 mile east of its original location, and the gravity mains which exit the pump statiorl to the north will also be located slightly east of their original location. The pump station and gravity mares were relocated due to ease of construction and lane availability. Finally, the gravity mare near L McDonald Road has been added to the $8 proiect due to the availability of funds. A pump station near the ~ntersection of Project Road and L McDonald Road has been added as welt The protect Js known as Wiggins Regional WWTF and Transmission System (project number $8 as listed in the Mississippi Gulf Rug+on Water and Wastewater Plan), This notice is required by Section 2(~.)(4) of Executive Order 11988 for Floodplain Management. and by Section 2(b) of Executive Order 11990 for the Protection of Wetlands. and is implemented by HUD Regulations found at 24 CFR 55,20(b) for the HUD action that is within and/or affects a floodplain or weUand. The proposed study area for the revised )ortlons of the prelect is approximately 100 acres, which is based on approximately 1.62 miles of transmtss~on mains with a 100- foot allowance on either side of the transmission main and the WWTF and pump stat~o~ sites. Per the Federal Emergency Management Agency's (FEMA's) Flood Insurance Rate Map preliminary map numbers 28131C0135C. 28131C0132C. and 28t3tC0134C effective December 30, 2009. a portion of the proposed project area wilt be placed within the 100- year floodplain. Approximately 8 acres of the project area will tie in Zone AE and 3.34 acres in Zone A. The additional study area at the WWTF site is not in the floodplain. Additionally, a preliminary wetlands assessment revealed approximately 163 acres of potential wetlands. The majority of the potential wetlands observed onsite were freshwater forested wetlands and included species such as pines, sweetbay, black.gum, titi, yaupon, inkberry, and red bay. Directional bore technology will be used to avoid wetland impacts from installation of transmission main. The preliminary wetlands assessment is not an actual delineation in accordance with the U.S. Army Corps of Engineers 1987 Wetland Manual. This notice with a request for comment was mailed to the Regional Office of FEMA ar~l the Mississippi Department of Environmental Quality (MDEQ).
